As a member of the Downtown Business Association, you’re part of a network that benefits from strong advocacy, valuable programs, and initiatives designed to grow business and community downtown.
Any business located within the Business Improvement Area (BIA) is a member of the Downtown Business Association.
Established in 1983 by City Council, the BIA is funded through an annual levy—about 65% of our budget—approved by both our Board of Directors and Council. The remaining 35% comes from contracts and grants, allowing us to deliver programs, advocacy, and events that meet the needs of our members.

Advocacy
As a member of the Business Improvement Area (BIA), you are represented daily by your Downtown Business Association across multiple advocacy avenues. We know that as business owners, your focus is on running, sustaining, and growing your business—while we work to ensure downtown remains vibrant. The DBA actively engages with municipal and provincial governments, sits on boards like Red Deer Tourism, and participates in community associations such as the Downtown Neighborhood Alliance. Through initiatives like the Economic Development Ad Hoc Committee, we work with diverse stakeholders to align efforts and create collaborative action.
Programs
The DBA offers a range of programs and subsidies that help create a safer, more attractive, and more successful downtown for our members. Through initiatives like the CPTED Crime Prevention Program, Façade and Shop Front Improvements, and Graffiti Removal, we support safety and curb appeal. Our Host It! Event Support Program and Downtown Kiosk Advertising provide opportunities to promote your business and bring people downtown, while the Adopt-a-Planter and Clean Team programs keep our streets vibrant and welcoming. Together, these initiatives ensure downtown remains a thriving place to do business.
Events & Marketing
Alongside our programs and subsidies, the DBA invests in marketing campaigns and events that bring people into the core and showcase what makes downtown unique. Seasonal campaigns highlight local businesses and attractions, while signature events like Music on the Ross Street Patio and the annual North Pole Stroll create memorable experiences that keep residents and visitors coming back. These initiatives not only draw people downtown, but also strengthen connections between businesses, the community, and the cultural identity of our city. Together, these efforts build awareness and drive foot traffic to the heart of the city.
